Repunched mintmarks were created when a mintmark punch was applied to the working die more than once, with the second impression landing at a slightly different position — a manual process that was standard practice at branch mints through 1989, when the Mint began incorporating mintmarks directly into the master die. The 1915-D Wheat Cent was struck during the Progressive Era at the Denver Mint, which had been a full coinage facility for only nine years, having been upgraded from an assay office in 1906.
