Extremely strong Class I counterclockwise spread on LIBERTY, IN GOD WE TRUST, the date, designer's initials, lower queue, upper hair details, and the eyelid makes this 1969-S Proof Washington Quarter WDDO-001 a major doubled die variety. Class I doubling from rotational hub displacement concentrated enough shift on the eyelid to produce visible doubling on one of the smallest design elements — a hallmark of strong varieties where even fine portrait details capture the secondary impression. Attributed by the Wexler Team, the variety carries multiple cross-references: CONECA 1-O-V, Cherrypickers FS-25-1968S-101 (027.08), and Wexler 1969-S 25-cent Proof WDDO-001. The sole obverse die marker is a short vertical die gouge left of the 6 in the date, with no reverse markers noted.
