The "NV" in the cross-reference specifies the Nevada (Great Basin) design within the 2013 ATB program, which also included White Mountain (NH), Perry's Victory (OH), Fort McHenry (MD), and Mount Rushmore (SD). Philadelphia struck the business-strike quarters for this design in substantial quantities as part of the ATB program's mandate to produce five new reverse designs annually from 2010 through 2021.
