On January 29, 2025, PCGS launched its Online Submission Center 2.0 (OSC 2.0) — a complete rebuild of the system collectors and dealers use to submit coins for grading. PCGS President Stephanie Sabin described it as "a reimagination of the entire coin submission process." Then in mid-2025, OSC 2.5 followed with support for already-holdered coins. Here's what changed, what improved, and what it means for the hobby.

OSC 2.0: The Core Overhaul (January 2025)

The previous PCGS submission system had been incrementally updated over the years but retained a form-first workflow that many users found cumbersome. OSC 2.0 replaced it with an items-first approach:

  • Add up to 100 items per submission using keyword and filter search tools to identify the correct coin type, rather than filling out a form for each coin manually.
  • Automatic service level recommendations: Based on the coin details and declared value you enter, OSC 2.0 suggests the most appropriate service tier — no more guessing whether your coin qualifies for Economy, Gold, or Express.
  • Automatic submission segmentation: If your items require different service levels or turnaround times, the system automatically splits them into separate submissions. Previously, you had to manage this manually.
  • My Submissions Dashboard: Save up to 30 drafts with auto-save. Drafts remain valid for 120 days. Each draft can be named for easy identification.
  • PDF form access: For those who still prefer paper, submission forms are now accessible directly from the dashboard.

OSC 2.5: Holdered Coin Services (Mid-2025)

A few months after the initial launch, PCGS rolled out OSC 2.5, which extended the new platform to already-graded coins:

  • Regrade: Submit a PCGS-holdered coin for re-evaluation at a higher (or lower) grade.
  • Reholder: Transfer an existing coin into a new PCGS holder (useful for damaged or old-generation holders).
  • Crossover: Submit an NGC or other TPG-holdered coin for PCGS grading without cracking it out first.
  • Reconsideration: Request that PCGS review a grading decision. This was the first time reconsideration services were available through the Online Submission Center — previously, it required a separate process.

Why This Matters

Coin submission is the gateway to the certified coin market. Every coin that enters a PCGS holder — and therefore becomes eligible for auction-level liquidity, population reports, and price tracking — starts with the submission process. A clunky submission system creates friction that discourages participation, particularly among newer collectors who don't have the institutional knowledge to navigate complex forms.

The move to items-first workflow with automatic recommendations lowers the barrier to entry. A first-time submitter can now describe their coin and let the system guide them, rather than needing to know the fee schedule and service tiers in advance.

Practical Tips

  • Use the draft feature. If you're assembling a submission over several days, save your progress. The 120-day validity window is generous.
  • Let the system suggest service levels. The automatic recommendations are based on declared value and are a good starting point, especially if you're not sure which tier to use.
  • Consider crossover through OSC 2.5. If you have NGC-holdered coins that you'd prefer in PCGS holders, the integrated crossover option is more convenient than the old paper-based process.
