The obverse features sun rays breaking through storm clouds over a quill, with thirteen stars and DECLARATION OF INDEPENDENCE, and the reverse displays an eagle in flight with an olive branch in its talons. As a proof issue, this coin was struck multiple times on specially prepared polished planchets using polished dies, producing mirror-like fields and frosted design elements.
