The obverse features a mature spreading oak tree inside the inscription WITH THE RIGHT TO PETITION LIBERTY ENDURES, and the reverse displays an eagle in flight with an olive branch in its talons. As a proof issue, this coin was struck multiple times on specially prepared polished planchets using polished dies, producing mirror-like fields and frosted design elements.
