Description

Germany resumed unrestricted submarine warfare on February 1, 1917; the United States broke off relations the next day and declared on April 6 that a state of war existed. A month later, on May 9, Marshal Joffre of France and A. J. Balfour of Great Britain, each with a staff of officials, arrived to work with President Wilson on the war effort, and New York gave them a festive welcome on their way to Washington. Thomas L. Elder struck this medal for the visit, listing the visitors by name on the reverse inside a legend that states its purpose. The obverse copies the Confederation vignette from Continental forty-dollar notes. HK-438 is the nickel-silver version, 38 mm, DeLorey 94, one of seven metals in the series.
